The Domenici amendment allows Congressional and Senate candidates who are up against self-financed multi-millionaires to raise more money than other pols. Seems fair enough to me. What seems odd, as Rich Galen points out, is that Maria Cantwell, Ted Kennedy and Jay Rockefeller voted against it. I guess the motto is: take no chances.
