I don’t think we want to be promoting a view of zero tolerance on this,” – an “official who supervised the capture of accused terrorists”, from the same story. The worst examples of mistreatment cited at the time were the use of truth-serum, threats to deport prisoners to other countries where torture is common, and sleep-deprivation.
