After reading the Anglo-EU Translation Guide, now I understand. When you talked about how "brave" Rep. Ryan is, you meant he's insane. That makes much more sense.
The two are not mutually exclusive, are they? You can be brave in stating your goals but insane to think they won't destroy you politically.
